Increasing typing latency over long copilot sessions

Describe the bug

Over long copilot sessions, especially those that are running background agents, the typing latency is getting ridiculous, essentially making the system unusable.

GitHub Copilot CLI 1.0.76-5

Steps to reproduce the behavior

1. Long running session, perhaps multiple. Run workflows that run background tasks.
2. Watch typing latency eventually bog down whole system. This also tends to bog down other apps too.

Let me know if you want me to pull performance traces.

Expected behavior

CLI is fast.
