Players should not be able to place missile silo's in places where it's impossible to hit them without betrayal. Most frustrating example is when a player that has already lost the game because I was able to hydro him and invade 99% of the territory but then my ally takes over the radioactive area but leaves the ennemy alive, on one pixel, and this ennemy puts a missile silo there which I can't bomb, I can't invade, and then just destroys my whole territory with leftover gold.

Restrict Missile Silo placement with some clever algorithm, if the zone is too small to be bombed or if it's only reachable by allies, or only reachable by one player.
Describe alternatives you've considered
introduce blast radius slider, similar to attack force slider but for the blast radius of the atomic bomb, then introduce minimal space around missile silo that matches minimal size of the atomic bomb blast radius. This way a losing griefer can only place missile silo if he really has a spot on the map, and if he can place that missile silo, other players can shoot it down without causing betrayer debuff.
