Settings Option Left-Click Menu Broken

Describe the bug
Turning the Left-Click Menu setting ON in the menu results in a broken game-play experience. Many resulting issues appear, including not being able to build with number keys (1,2,3 etc), not being able to build warships, being able to open left click menu in spectator mode, and possibly more

To Reproduce

1. Go to Settings > Turn on "Left-Click Menu"

2. Then perform any of the following actions: Building a city with "1" opens the left click-menu instead of building city. Same for any building.

3. No way to build a ship as the left click menu overrides

Expected behavior
As an occasional trackpad player the left click menu is still helpful to avoid accidental attacks, but I would either remove this feature or fix it as it results in unintended game-play experience.
